taken from estuary/ui#1457

Need to add two permissions:

"Can invite users" - a boolean for if the user can see the "Add Users" section in UI and if they are able to make invite links
"Billing Contact" - a boolean for if the user can see the billing tab in the UI. Might want to check this in the billing edge functions?
