Well this is an interesting idea. To make sure I've understood what you're proposing - let's say somebody who had accumulated 2k of $DIP rewards through staking would a) 'donate' to pay for say 200 farmers' premiums b) contribute capital to a crop protection risk pool for farmers c) a combination of both
(all numbers illustrative of course)
That donation could be parametric (i.e. you convert $DIP to pay $2k for a claim in case of certain parameters being met) or just flat out (e.g. 200 farmers' x $10 premium)
