Summary

A feature where nodes are auto-reassigned to less populated neighborhoods.

Motivation

There are less populated neighborhoods that stay that way and nodes are not manually hoping as much as they could

Implementation

Feature can be turned ON and nodes do that once a month (timeline, which would be adjustable)
Could be opt-in, but also if we want to push it more, we ship it opt-out so it can be turned off and set to manual hopping as now

Add the threshold for the neighborhood population that could be set, so auto hopping happens only if nodes are in neighborhood that has above X nodes.

We set some sane default values for threshold and length but make it adjustable

Drawbacks

Possible too much hopping occurring?
