Add "vote for X candidates" text for offices that allow multiple votes

Student elections in particular often allow constituents to vote for multiple candidates for an office. There might be 5 candidates for Senator in your district, and you can vote for 3 of them.

The text would be easy enough to add, but before we could use that, we need to add something in the PopIt instance of the election-post, so that we know how many candidates you can vote for a specific position in one election.

For example, you can vote for 1 President at NIU, but you can vote for up to 4 candidates for Senator - District 1.
