[🚀 esl-utils]: focus trap utility

As an ESL architect, I want to be sure that the "Focus Trap" utilities are presented and solve their goal independently of the environment.

Current state:

• Focus Order keyboard utility for manual usage
• Draft focusout based utility
• esl-a11ty-group component

Scope:

• Check the focusout-based implementation
• Extend utilities set with a new implementation
• Define guide rules to chose and use utilities bu consumers
