Replacement for PriorityNetworkFetcher

Not an issue per say, I posted on stackoverflow as recommended in Readme,

didn't see response, hence the request here.

I am upgrading from version 2.6 to 3.4.0.

Given the removal of PriorityNetworkFetcher, are there suitable replacements or workarounds within the current infrastructure to accomplish its original functionality provided by priority network fetcher?
