Add the ability to retrieve tags for data that's in the process of uploading to the Swarm network.

Rationale:
This feature can be valuable for tracking the status of data - whether it's available in Swarm or still in the uploading process. Having visibility into the upload progress can improve user experience and provide clarity on data availability.
