Organize blog posts into subfolders by year. #2

I'd like to propose that we organize blog posts into sub-folders of the blog/ directory by year.

I think year is granular enough for a start. I thought about also doing month, but I imagine that with each post there will be a review process and PRs may not always get merged immediately, so months may change in the meantime. The same is true of years, but easier to deal with.

In the future, if we start getting a LOT of posts each year, we can perhaps reassess and add month (but leave old posts alone).

What do you all think?

I also snuck in another commit which renames the blog directory to posts 😅

I can separate this out if we want to discuss them separately, but since it also moves the same files it was easiest to just start here.
