How to add PHP7 and Symfony 2.8 / 3.0 #554

PHP7 will be on the next vaprobash when Ubuntu 16.04 comes out. However, you can get php7 installed by copying some of what Laravel Homestead does when it provisions. # Add php7 repo and update
