Skeleton for nv25 to support development and testing

Write the skeleton for nv25. This is part of a series of tickets across multiple repos, as building up a network upgrade skeleton requires changes across:

• ref-fvm (this ticket)

• Skeleton for nv25 to support development and testing lotus#12686

• There are FVM-crates published that supports network version 24 behind a feature flag.
