Problem: the dws-jobtap plugin sends RPCs to the flux-coral2-dws service. However, that service sometimes crashes and it takes some number of seconds to come back online, so the RPCs may not be able to be sent.

The jobtap plugin should retry the sending of the RPCs a couple of times if they are not sent successfully.
