Add donor field to po_lines_cost derived table for Metadb

-create old_donor and new_donor columns to capture each field's data for maintenance and cleanup
-add metadb: require pointers to table with old donor field and table with new donor field to make sure both get created until old donor field is deprecated in Ramsons
