proper way of setting up load order of plugins

many plugins like https://github.com/LittleEndianRoot/mason-conform require a setup order of plugins.

what is the proper lazy way to do this, even if plugins are lazy loaded? for example: mason is always loaded, but conform only on "BufWritePre".
