I could see using Lazy.nvim as the Plugin Manager for something like this. But to integrate it into Lazy? Nah that is super out of scope

With the constantly brewing initiative to migrate Neovim plugins to luarocks this would simply include searching for any rock with the "neovim" label, no marketplaces required. Maybe a frontend if someone really likes UIs, but definitely not as part of lazy's core imo.
