Many bits of forest work file offline, but there are some parts that don't handle failed http connections very well (especially the setupWatcher function)

Forest may not be able to load data when it's offline, but it should keep running and serving what it has.

@olizilla mentioned that electron has an online/offline detection feature with events when network connectivity changes, we could use this to restart certain features (watchers, redial peers) when coming back online, guide here: https://www.electronjs.org/docs/tutorial/online-offline-events
