Overeager plug-in installation on partial command match #2493

Summary

While trying to get a list of all the commands, the system installed the dev plug-in, because the CLI assumed I meant sf dev generate command and I did not have it installed

Steps To Reproduce

In a clean (no plug-ins) sf CLI installation, run sf command.

Expected result

The system should ask whether I want the plug-in installed.

Actual result

The system went ahead and installed the plug-in.

Fixed in the latest version of sf 2.12.9
