Basemap visible, but not actionable, under short list #202

When results from a search don't vertically fill the screen, the basemap is visible, but you cannot click/drag/zoom on it.

Could add a solid or semi transparent background to indicate this isn't usable or dynamically adjust the height to make it usable?

Maybe adjust the height of fpccTrailListColumn when fpccMainContainer and fpccDetailPanel heights are adjusted?
