Something @glw noted that I'm now seeing on staging. When you switch to satellite and then back, the fpdcc basemap has shifted.

Step 1: Select a location and toggle to satellite

Step 2: toggle back

If you do anything after the toggle back (zoom, pan, etc) it does snap back into place:
