RHEL7 and DEB updates

Thanks to commits by @donoftime, Better versioning was able to be done for RHEL7 and DEB derivatives - allowing them to use version 4.2 while other versions continue to use "latest".

Version Locking

Gitlab-CI-Multi-Runner released a new version (4.3) with massive backwards incompatibility. In fact, it didn't run at all on CentOS 6, which is the environment on which this was primarily being used. As a result (and because I didn't have a lot of time to work on it), Version was locked to 4.2 for all redhat systems.
