Add support for OCI CCM

Hello @garutilorenzo !

I was wondering if you have plan/upgrade for the support of OCI CCM.

First i really am thank you for this repo. am totally new to k8s, oci, terraform .... etc
It really helped me a lot to learn and practice from this repo.
But correct me if i am wrong, it seems #16 is not merged to me.
as #23 mentioned. i want to get external IP from NLBs while using istio ingress.

I also tried to install CCM manually with this article but my progress reached to the end. (k3s server using the same port as CCM, maybe it already merged?)

Hi @KYankee6, yes CCM was not merged on the master account. In this moment the CCM feature is missing, I can open a new dedicated MR for this but I cannot find any region with available ARM capacity available for testing.
