Publishing failed after changing resource organization

At the resource overview page in the Publication section (registered with GBIF resource), change Publishing Organization and publish. IPT will throw an error:

Publishing version #1.7 of resource test-griis-usa failed: An error of type REGISTRY was encountered during publishing: 
There was an error in GBIF Registry update – Update resource registration failed [shortname=test-griis-usa, key=868708f1-92b7-4712-92cd-01f72b2afd74]: HTTP/1.1 401 Unauthorized.
