It's the final piece of #412 port to elm v3, but I think the UTC time bug is probably more urgent, Or fixing the test runner if we care about that.

I think the function we have now for end user is the same as current release. I've not had a chance to verify that yet, but was going to suggest someone in discord do a like for like compare and then we release to main / live.

ok great. i think main thing for me is it all feels less important than the manchester/london toggle which is the main thing blocking release?

I think we should release when we are happy that we have a verified clone and then add the rest in incrementally. I can chunck up the tickets and add Manchester data to staging after that, later this week.
