"genesis new ops" command fails for version 2.8.0 and 2.8.1

Cannot create Proto bosh or any other environment when starting from scratch with command:
genesis new ops

The issue specific to genesis versions 2.8.0 and 2.8.1
The following output recieved:

Setting up new environment ops based on kit bosh/2.2.1 ...

Verifying availability of vault 'sturdy-oubliette' (http://127.0.0.1:8201)...ok

[ERROR] This bosh environment does not use create-env (proto) or specify
        an alternative genesis.bosh_env as a deploy target. Please provide
        the name of the BOSH environment that will deploy this environment, or
        mark this environment as a create-env environment.

Getting same result on Mac and Ubuntu

Version 2.7.35 is working as expected.
