decorate-content plugin

I'd be happy to move a plugin I wrote and "maintain" to the newly created plugins sorg.

The plugin is called decorate-content and can be used to add class attributes to rendered content, allowing for the use of "functional" CSS frameworks like Tachyons or similar together with Pelican.

I use the Plugin myself in different places, but I don't know if anyone else does so.
