Dashboard: Add the documentation for masked phone number

We have updated the phone numbers in the dashboard. Previously, all phone numbers were visible to all users. Now, phone numbers are displayed in a masked format. This update ensures user privacy. However, when NGOs create their own dashboards, they can use the phone numbers without masking if needed. So need to update that in the documentation.
