What shell used in Windows?

I want to copy file but any copy command does not work:

• COPY : Copy-Item : cmd.exe
• cp : Alias in Power Shell
• Copy-Item : Built-in Command in Power Shell

It's too nonsense to run pwsh -c 'cp a b' to copy file. How can I solve it?
I just want to run commands on Power Shell, because my task will only run on Windows. can I do that?

Task uses mvdan/sh as its shell. This is a cross-platform, POSIX/BASH style shell. However, it does not currently have support for builtins. If you know that your tasks will only be used on Windows, then its perfectly acceptable to invoke pwsh -c ... to run your commands.
