Update pre-commit and tartufo

The version of pre-commit and tartufo being used is a bit dated. upgrade these.

Make pre-commit and tartufo use their respective latest versions

Additional context
Note that this still keeps tartufo as a secret scanning mechanism; maybe github advanced security could replace this in the future. Until then, we can at least use the latest.
