Partially reverts [RTL] Warn if RTL CSS not found + Hugo mod fix + more #2027
Adjusts scripts - we no longer need to fetch and cache a copy of assets/_vendor/bootstrap/dist/css/bootstrap.rtl.css
Drops cached copy of assets/_vendor/bootstrap/dist/css/bootstrap.rtl.css
