Fontra Pak doesn't work on Windows for everybody

It does work for me, but @gferreira reported this:

I wonder whether it has to do with #23, and that that DLL (which may be the first to load, among Python modules? That could be a clue) gets blocked by the OS/Defender, whereas on my machine I may have already lowered security settings. Of course I don't remember details.

I managed to build Fontra from source on the same Windows 10 machine. now when I tried running the Fontra Pak installer again, it works!

So weird! The app should be completely self-contained, so I don’t understand how your own build could affect the GHA one.
