Resolve vagrant sudoers when env = azure #1

Need to remove the vagrant sudoers that is added when usually test the environment in virtualbox.

When the azure environment variable is true none of this logic should be applied anymore.

Most of this is resolved but the kickstart config file poses a challenge.
