Release v4.7.0

What about a release this month, like 26.01? Last release was not in Friday and that made a number of dropped metatiles ~140 (x20) that day, while typical drop rate is like 5 (x20), so I'd like to stick with the weekend, when the load is lower, to make deployment as smooth as possible.

Any code to be merged or some special issues to be resolved? For me the one thing that should be fixed in this release is z1-z2 water problem reintroduced with #2952 - see #2952 (comment).

Since nobody reacted and I lacked the time, I made the release without the fix for low zoom water to not block all the other changes. Recent experiences show that people do react if they notice important problems on the map soon after the release (like with changing parking color or adding ferry icon), so this bug was not that severe for most of the people.

I'm not sure how much changes will be in next release, because it seems that there's a lot of tough decisions related to almost all of the changes. However making release in Friday was a good thing - the number of dropped metatiles is now ~75 (x20), so it's less disrupting for users.
