Decrease data points in general by a factor of 4 to current setting

Increase data points by a factor of 4 to current setting when either of this happens:

enemy danger close to own units (< 100m)
shots are fired

^ values pulled out of my ass, needs tweaking

effect: this would slow down replay when things get hot automatically and possibly still reduce overall data amount.
