I would like to be able to associate tags with my test reports via a new optional CLI argument --tags or -t:

fern-junit-client send -u "http://localhost:8080" -p "MyService" -f "report.xml" -t "foo,bar,baz"

Tags should be added to the SpecRun objects sent to Fern.
