Demonstrate an optimal mapping of permuter to ALMs (Intel challenge problem)

Here's how I'm currently thinking about doing this:

• Enumerate all submodules in the permuter, modulo rewrites #403
• Extract mappings of permuter to submodule applications that look promising (i.e. low resource usage)
  • Write extraction function that only extracts apply nodes #399
• Inspect list of modules that would need to be mapped to ALM, proceed from there
• Likely: attempt to map (either manually or automatically) submodules to ALMs
