Why can't the dist simply work without any config

I just started with a template and customize HTML/CSS but when I generated the dist it was simply not loading any CSS in my local system. What I am missing here
I started with
npx create-html5-boilerplate new-site
npm run start (working fine)
npm run build (HTML loaded without any CSS)
I am missing any basic config.

I noticed when I opened the console all links inserted as below
/main.c52e0fe2.css which resolved to file:///main.c52e0fe2.css which of course not found on this location directly
any thoughts, I know there may be very basic things missing but right now I just need a clue

OH, finally I found that issue. now feeling like I am the AI bot without that data :) however, I am listing the solution for any other bot out there
so I see as per parcel-bundler/parcel#470 the issue is not because of the current repo but it's because of the parcel public-url field which by default set to '/' so just set it as "./" instead of "/" solved the issue.
you can set it by running adding --public-url like below, in build script for project's package.json
"build": "parcel build index.html --public-url ./"
