L managed to create containers that enter CREATED state but never each running.

Find out how.

Needs fixing in check_limit_server_by_ip so that only running containers count (but anything but running needs to be cleaned or attacker could create many in CREATED but not running state).

Also double check: If limit is set to 2 and 2 are running: Is it still possible to connect to existing server??
