Mechanism for Distributing Via Other Channels

Very non-descriptive title, but put simply, tarstall should be fully installable and updatable through a package manage such as apt INSTEAD of through itself. This will require a couple things:

• The ability to disable tarstall's ability to update itself (this will probably be a config option in the database file, and controlled via the installer)
• The ability to distribute tarstall as a single .tar. This would mean circumventing the entire installer script!
• Generally make sure things line up such that apt could handle it properly.
