The official Flutter Windows embedder doesn't support multi-window. The NativeShell does, but it only support for old Flutter version. So I wonder if this embedder support.

This embedder is still very much a WIP, mostly experimental right now.
But yes, I do plan to look into supporting multi window at some point.
