This policy is admittedly completely subjective, but it's unclear if there is a real alternative. The only "principled" option seems to be making all of [Stackage](https://www.stackage.org/) available, but that is both unwieldy (there's _too many_ packages in there so it takes a huge amount of disk space) and not always possible (the playground aims to support new GHCs immediately after release, and Stackage naturally lags behind).
