Define project goal and it's main features

From the text in README.md it is not clear:

• what is the end goal of this project? Which features will the project have eventually and which it will not?
• who are the users? Who would benefit the most of using this project? I guess there is a scenario in which Hawkeye is your go-to solution, what is this scenario?
• why should I use Hawkeye instead of using all the underlying tools directly?
• when it would be a bad decision to use Hawkeye?

As a software developer
I want to understand if Hawkeye is the right tool for my project without going into much detail
So that I can make an informed decision if should I use it
