[Custom Resource instances] add button/filter for global instances

there are some crd instances that doesnt belong to a namespace, e.g. karpenter nodepool or EKS fargate node. right now, when i choose namespace this non-namespace crds are shown and make confusing view. I would expect cluster scoped resources to not show after choosing a namespace in the dropdown.
