Instead of showing the user's UTC delta, why not just take the local machine's UTC delta (NOT THE ACCOUNT DELTA, THAT SHIT IS WRONG) and display that time as to provide a better idea of what the time is over on the other end of the screen.

The only people who deal in UTC are sysadmins and europeans. I actually have no idea why F-chat doesn't have this by default, utc delta calculation is a feature that has been available to bare metal HTML without scripting for 26ish years.
