HIP-124, currently in vote, introduces the concept of a formal Abstention vote that counts towards quorum but not towards vote tipping towards a binary or ranked choice.

UI wise we probably don't need to do anything for quorum logic but we likely need some protocol logic around the "ghost" choice.
