A possible path is to setup a work flow on the library registry that adds a unique Id to a Library registry field on each OKRF element with a ref to the library which added it

Example: "ID: HE-1122-aswsd-1231-1123"

The idea here is that a UID is relevant only when the set of OKHs is not open. So, the moment a design file passes the membrane between "public bucket full of whatever" to "even slightly curated library of designs" is the moment when a UID should be applied. It is less a property of the design and more a property of the library, like a dewey decimal number.
