Update to match new govuk template requirements

The new govuk nunjucks 'template' file require a field called 'containerClasses' to be provided.
This field was added in our 'two_thirds.html' template on look-and-feel.

The dependency govuk-frontend was updated from 2.13.0 to 3.6.0.
