Two new features will be needed for mining:

Mining levels. If your pickaxe has a mining level lower than the ore itself, you can still break it but nothing will be dropped on the ground.
Critical strikes. You have a chance to get a critical strike on a block (with support for modifiers) which will do extra damage and show a particle effect/play a sound.

Mining level should probably be a loot predicate rather than hardcoding something into the break handler
