Build in CPU usage accounting

As a Host running Holo, I need to account for the CPU usage of calls to my system, so I can bill accordingly. I'll need this information exposed to the application layer for the Holo hosting app to build it's service logs.

NOTE: It may be useful to nail down our approach sooner rather than later, so we don't have to backwards implement it everywhere.
