How to persistently "keep on top" / disable "hide panel" ?

i migrated back from xfce and appreciate the classical panel layout in my workflow. Dash-to-panel fits the purpose well except that i could not set it to be persistently/permanently stay on top or keep it visible at all time (disabke hiding). i checked through the settings and search online for answer but seems like such feature is not available. could anyone point to me if there is indeed such setting/feature?

i find the panel hiding when one of my window is maximized disrupt my usual workflow to switch between app just my clicking the window list at the panel difficult.

reason no using other options"

• using alt-tab means i habe to cycle through different app before landing at the correct one
• using expose is one addition click
• minimized current window and switch has more clicks

and moving mouse to bottom to reveal panel is not working (seems lik a bug where the panel move 2 times the height of the panel-height and got hidden behind the axtive window)
