Support update for webhooks registration

Some webhook providers support filtering which events you want them to send. An update mechanism instead of delete/create would allow for seamless changes to event filtering.

Hi @lijok, thanks for the feature suggestion. I kinda see where you're coming from but am a bit uncertain on what would work best here. Do you have a vision on how this can work? A particular example would be helpful on how you see we can support this use case?
