Add enrollment restrictions and class notes

A request from a user:

As the enrollment coordinator for the Psychology department I had some suggestions that I believe would also be helpful to include for classes – class notes and enrollment restrictions. Some departments add class notes that detail the enrollment rules and other information for classes. I think many students will be using your application and including the course notes and enrollment restrictions for classes will be very useful for students.

Below is an example snapshot of Psych 120A which shows the enrollment restrictions and class notes. The enrollment restrictions for the class changes depending on the enrollment pass and dates.

This will involve adding fields to the database and updating the scrapers.
